He writes in the paper that the civil service is "overstretched, unfocused" as he prepares for a major speech on Thursday where he will pledge a regulation shake-up.

It comes as President Putin is under pressure to accept a proposed ceasefire deal from the US, which Ukraine has already agreed to. The paper also reports that top UK financial regulators are axing plans to impose stricter diversity and inclusion rules after criticism from politicians and firms.
The Metro leads on what it calls "export chaos" as it reports on the start of President Trump's steel tariffs. It says Sir Keir Starmer has refused to "join worldwide reprisals" against the levies despite urges from EU partners and MPs to take action. Starmer has said "all options are on the table".
"Trade war hammer blow", declares the Mirror as it reports Trump's tariffs have prompted fears for the job losses in the UK's steel industry.
The Queen sent a letter of support to Gisèle Pelicot, reports the Daily Express. It says Her Majesty sent the personal message after feeling "tremendously affected" by her story. Ms Pelicot's 72-year-old ex-husband, Dominique, was jailed for 20 years in December 2024 for drugging and raping her, and inviting dozens of men to also abuse her, over nearly a decade.
